Abstract

საავადმყოფოების გლობალური ბიუჯეტით დაფინანსების მეთოდი ხარჯების შეკავების ერთ-ერთი საუკეთესო მექანიზმია. საქართველოში მისი დასანერგად გათვალისწინებულ უნდა იქნას მსოფლიოში ამ მხრივ არსებული გამოცდილება და თავად ქვეყნის ჯანდაცვის სისტემის თავისებურებები. One of the biggest problems for universal health care program is the cost management. Many countries with publicly funded systems of healthcare have adopted global budgets as a key funding mechanism. One of the major attractions of the global budget model is that it can combine administrative simplicity with some incentives for performance enhancements. Furthermore, experience has shown that the information needs of this type of payment mechanism are less than more complex payment systems such as diagnostic related groups and itemized payments. Acording Government officials in Georgia, in order to improve universal health care program administration costs, are planned reforms for hospitals funding methodology, in particular, installation of the hospital global budgeting. The article examines the concept global budget financing methodology, the mechanisms of cost containment, the experience of the world and the possibilities of its implementation in Georgia.
